It sucks considering I the original payment method I used was closed a few years ago. I have a feeling they will simply issue some kind of credit balance...into Google Play or something. I already have $50+ Google Play balance that I never use.

I was able to become Hangouts to display my Google Phonation number as the outgoing number, and the Google Voice app will do that too, but I don't think you tin go it to brandish your cell telephone number equally the outgoing number. I simply had to railroad train all my friends and relatives to save my GV number in their contacts.

Ok so basically if y'all want to be able to make calls and have your bodily number prove up on the other end, it's time to go a existent phone plan

Ask for a Google Vocalism or classic Hangouts refund
Y'all can ask for a refund for some Google Voice calls and balances within 6 months of your original purchase. In addition, if your Google Voice account was migrated to an business relationship managed by your organization, y'all can request a refund for the credit residual on your account.
On your computer, open up Google Vocalism.
At the top right, click Settings.
On the left, click Payments.
Click Billing history and then Refund rest. Google Voice will look different, but you're in the right place.
Select a refund for your unabridged balance or a single call:
Refund unabridged balance: Click the Request refundand thenRequest refund.
Refund a single call: From the Go telephone call credit box under Recent calls click Become creditand thenpick a reason for requesting a refundand thenRequest refund.

If yous take a GV number, install GV, select WiFi and cellular information for calls in the settings and endeavour making a telephone call. I did this on my iPhone and GV works for incoming and approachable over WiFi and cellular.

"side-load"? Like the "install from unknown sources" option?

Yes, you will need to enable this option since side loading means installing from an apk if y'all are on Android.

I may be out of luck. I downloaded the APK from 4 dissimilar places just always striking a brick wall:
"App not installed. This app isn't compatible with your telephone."
(Verizon-branded Motorola Moto E4. A pretty deal bin phone I think)
EDIT:
Weird. I just tried and successfully installed it from the Play Shop. But upon opening it, "Sorry, but GV isn't bachelor in your state nonetheless."
With United states VPN I can open up the app now, but I can't see any way to make a call "without a GV number." How was it people tin can make calls without a GV number?

I think you need to have a GV number on which you can receive calls. I fix a California number years agone and then friends and family in the The states tin phone call my GV number to achieve me in Canada without incurring long distance charges.
